Who can reach the Ultimate Goal ?

Meaning of thirumular thirumandhiram:

Going around the world of (surrounded by) loud tides,
walking to the pain of the feet is also futile.
One, who rejoices to see the Tall Lord in deep love,
will know the city of the Lord.

Notes:
1. The seekers who get distracted with the benefits
got on the way like aShTama siddhi do not progress
in the path to taste the Ultimate fruit. One who has the
yearning for that Ultimate goal is the one who could
get there.
2. This thirumanthiram emphasizes the need for
great degree of devotion and not meant to discourage
external worship. For another thirumanthiram says,
  n^ADu n^agaramum n^aRRiruk kOyilum
  thEDith thirun^thu civaperumAn enRu
  pADumin ....
